not without access to a bathroom and water etc... You can remodel it into a room but they must have access to a way of going to the bathroom and a place to clean themselves.

No, what do you expect them to pay for a room? you need to have liveable conditions and a garage is not. Where are they suppose to shower or go to the bathroom? You can get in a lot of trouble if you do.

Constitutionally, it is correct to do what ever with *your* property. You have the property rights, but you must be competent if you must stand for your rights. Unfortunately many lawless (unconstitutional) legalities are on government books. No one governing body can trump the USA constitution, we've been hood winked for long enough. If you do not know your rights, you deny yourself.

You can rent it as a room and let them have house privileges. You may have to put in a closet.

No, house would have to be zoned mutli family,
other housing area has to match zoning rules and requirements.
