Many possibilities.
1. Do you still have radiator fluid in the radiator? You need to open the pressure cap to check, not just look at the resevoir.
2. Water Pump not pumping water. Leave radiator cap off (when engine is cold) turn on engine and let it run once warmed up, you should see fluid flowing.
3. Thermostat is not opening. (you also won't see fluid flowing)
4. Cracked or damaged head gasket. Depending on how it's broken if between water line and combustion chamber you'll see big plumbs of white smoke out the tail pipe. If it's between the water and oil you'll see something that looks like chocolate milk when you pull out the oil dip stick.
5. Cooling fans aren't turning on. So you'll typically overheat more frequently when travelling at low speeds than high speeds. Check Motor on electric fans, Fan relay(s) and Fuses for cooling fans.

This is a 17 year old car. Check the fan belt , the water pump, and radiator fluid. The radiator tubes could be clogged. You cannot say that the radiator is fine by simply looking at it.

Your water pump impeller may be worn out or you have a bad thermostat.

have you changed the thermostat? cheap and probably the issue.
