I accidently broke off PVC pipe right at the elbow and that elbow is covering the drain pipe that leads down into the floor. I need to somehow get the broken peice of PVC out of the elbow to replace it. Is this possible?

No. Unfortunately, you will have to go buy another piece. Take the old one with you to match it perfectly.

You can't undo the joint. PVC glue is a solvent cement, the joint is fused. Your options are:
1/ Cut out the affected area and re plumb
2/ You can get the broken PVC out of that fitting by using what's called a Ram Bit. It attaches to your drill, and has a few spacing washers on it, for use with pipe of different inside diameters (sched 40 or 80 for example). It will drill out the broken pipe inside the fitting in under a minute. The fitting will then be able to accept pipe and is ready to re glue. Hit a local plumbing store to ask for one of these. You won't find it at Home Depot. There are two sizes avaliable, 1 1/2 inch and 2 inch. I assume this is 1 1/2.
I'm curious as to why this was done in PVC, if it's just drainage. It would have been cheaper in ABS.

If the cement was applied properly, then no, you can't loosen it by any method I've ever heard of. When PVC cement is applied to a cleaned piece of pipe, it actually partially melts the surface of the pipe, each piece. When they are joined together and let set, the two pieces become one at the joint. They melt together. If you can get to the pipe below the floor, cut it off with a hack or sabre saw and buy a Fernco fitting. It's a rubber connector with two hose clamps on it, of the type that are on an automobile radiator hose. It will slip on over the pipes and clamp down tight to prevent leaks. Just make up a new piece with a new elbow to insert from the top, then connect from there.

No. Cut off the elbow and replace it. Of course you will need PVC pipe and 1 or 2 couplings. And glue if you don't have any.

best way is to cut old 90 off and add a coupling and a short pipe faster the trying to save old 90

You will have to drill it out then use sand paper to make it the right size to except the new pipe
