Cobalt SS is Ok. But If you want to tune a car pick something better to start off with. Stay away from typical Civics etc. What about rotary engines, Rx-7 or Rx-8.

I drove a Saturn Ion Redline last year - same engine as the Cobalt SS, and a similar suspension. It was pretty fast and fun to drive. The base model Cobalts, though, are just plain economy cars.

If by "race," you mean participate in organized competition at the dragstrip or with a car club like the SCCA, well, the Cobalt probably won't be as fast as many of the cars you are running against. Usually, if you want to win there, it's a good idea to study what the winners are running and learn from them.
