It depends on if it is still attached to the creature that grew it. If you come across a shell in the sand that has no living creature in it, then no it is the equivalent of finding a human fingernail or a discarded snake skin. Pretty much the same held true to the feather. Wigs made from human hair are also non living in case you were wondering.

feathers and shells, like toenails, are components of living things, but are not in and of themselves live objects. They have no consicousness of their own, no independent vital system, such as circulatory or respiratory systems. If they are detached from the organism which produced them, they do not live of their own accord.

a shell isnt a livng thing. it is just a structure formed by sediments settling.
