it seems like women are not safe anywhere now a days. what can we do to protect the ladies of our world?

There are a few things that can be done, but the underlying problem is the lack of respect of women as individuals as opposed to sexual objects in the military. The military would need to invest money to change this view and that might not align well with the opposing need for military personnel to be detached so they can function properly in a war zone.
The short answer is to increase the controls around the recruiting situation. The "No One Alone" method being used in Indiana is a good step, but not fool-proof. Additional controls around how much time the recruiters have contact with the recruits and where could also help. But, the military will ony do what it feels it needs to do as a result of bad press.
The other important step has nothing to do with the military and everything to do with educating young women. It's important for all women to feel safe without question, but it's also important to recognize potentially threatening or unbalanced scenarios for what they are.

the only way to stop this is the get the guys that are guilty. the bad thing is there are no ways of knowing until something has happened. it's a sick world out there

teach them as little girls to have respect for themselves. This would go a long way to keep them safe.

smart aleck answer would be to keep them all at home barefoot and pregnant....otherwise, it seems avoiding joining the military is the simple answer based on what you pose as pertinent facts
