Teams have to have the players involved in the trade clear waivers only in order to make them available to every team in the league. If a team claims a player on waivers, then that team is the only team that can negociate with the waiving team.
For example, Livan Hernandez was recently waived for the purpose of having him clear waivers and be made available to the league after the trade deadline. At least one team claimed Livan, and the Arizona Diamondbacks were awarded the waiver claim. The Washington Nationals, Hernandez's former team, could either negociate with the Diamondbacks (and only the Diamondbacks) on a trade, pull back their waiver request on Hernandez, or allow Hernandez to be claimed by the Diamondbacks. The Nationals negociated a deal to get two minor leaguers from the Diamondbacks for Hernandez.
So in order to make a player available to all teams after the trading deadline, the player has to clear waivers. However, a player can still be dealt if he is claimed on waivers - just only to the team that was awarded him.

You can players on waviers. Which is basically you put a player on waviers then teams can make bids at acquiring him and the team can decide either to trade the player or take him off waviers.
