Instep is the center of the sole. Metatarsals are the bones, pretty much in the middle of the foot.
I vote for the 'saddle'.

there is a name for them its called your instep some people have high ones makes shoe's hurt a bit so you have to have them stretched a little the shoe's that is not your foot

The back of your hand or the top of your foot is called the dorsum, or dorsal surface. The bottom of the foot is the plantar surface.
