It means x10^, or "times 10 to the...power". So 4.0e-8 would mean 4.0 times 10 to the -8 power, which is 0.00000004. To express it in terms of 10^-7, divide the 4.0 by 10 and multiply the 10^(-8) by 10 (which means adding 1 to the exponent). The result is 0.4x10-7.

It's a way of saying "this is the exponent in scientific notation."
So 4.0e-8=4.0*10^(-8) or 0.4*10^(-7) or 0.04*10^(-6)...

the "e" means exponent of 10...

4.0056e25 means 4.0056x10^25...

4.0e-8 means 4.0x10^(-8)
