You can download them free from lots of websites, just search for things like themes, wallpapers, sounds.

You go to start, then go to my computer, then click on desktop themes. hope you find your answer with me because thats the way it works on my windows 98

Just type into any search engine " ... desktop themes" inserting what style you want where the dots are.

top click>customize>topic. choose the two the Aero or undemanding topic, or yet another abode windows topic. be careful the type you uninstall application like that, it may shrink to rubble your pc in case you manually delete archives. (incredibly from the abode windows folder)

if you are using windows XP, you need to patch it up first before you can install desktop themes.
