hello. I am a Penn State student. Penn State college and the NAVY were out to develop an information transfer system, sorta like radio, by bouncing super high frequency signals (laser beam) off the upper atmosphere to a reciever (a submarine). well, they found out that it would rain more often when they were experimenting with angle's and frequencies. so now, the HAARP, which started out as a new kind of signal transfer, is being pursued to "make weather". its also being manipulated as a weapon........as in a hurricane seeder, super heavy rainfall maker, and the like. peace.
