Changing the condenser will not increase the cooler air.
The A/C system is designed around a balance of heat exchange. There has to be roughly the same surface area for both the condenser and the evaporator, and both have to be engineered to match the capacity of the compressor, and the orfice tube or expansion valve.
The whole system is engineered to function with a certain density of refrigerant.
This is why many who make the conversion from R-12 to R-134a don't always get the same performance as they did with the old refrigerant.
Pretty much the entire system is based on physics and principles of heat transfer.

No. Cooler air is affected by the type of refridgerant in the system and system pressure.
