Garden(hardy) mum are perennials and emerge every year. Florists mums are annuals and do not. Additionally, I recommend the "prophet series by yoder", which tend to better retain their compact form and do not get leggy. You will still need to remove the dead top by cutting just above the ground after the top dies as winter sets in.

Mums can not be 100% guaranteed to come back year after year, though very often they do come back. Because of the high incidence of failing to make it through the winter responsible retailers do not sell them as true perennials (one of the reasons they are so inexpensive).Maybe this is not the case in areas with warm winters--sorry I don't know that

Hardy mums will come back every year, provided that they have been adequately covered with mulch to protect them from a severe freeze.
The mums that you get at your local box store or florist are not winter hardy...but I have had luck in getting them to come back. I have even gone to such extremes as digging them up, re-potting and bringing them inside my garage for the winter.
