It depends on the head elevation of the river. If the head elevation is greater than the rise in sea level, flow and/or current may be reduced. If the head elevation is close to or equal to the rise in sea level, the river may become brackish or even become a tidal inlet.

a rise in sea level will cause the marshes to flood and raise the levels of the rivers to whatever the sea level levels out too. Deeper water means larger boats can go further up stream.

if a river rises, sea levels rise, but so infinetsimally that it may be said nothing happens, but if sea levels rise, river levels will also rise.
