roof tar. if not than tar the whole roof or use a metal roof .
these would be the 2 cheapest ways too go

Problem with a flat roof is that if it's leaking in one place there's a good chance that in the near future it's going to start leaking in other places.
If the roof is comparatively new (a few years) then it's probably bad workmanship that's causing the problem - you need to get up onto the roof and look where the water is getting in. It maybe that you need to replace a bit of felt, replace a tile (shingle) or two (if the water is coming in at the edge of the roof it may be damaged tiles that's causing the problem). Check also the join between the flat roof and the tiles.
If your roof is several years old then it's probably reached the end of it's life. Mineral felt and bitumastic products deteriorate with time. Patching it up now will only be a temporary solution and it's likely to leak somewhere else in the near future. The only practical solution for an old flat roof is to replace it completely.

A quick fix seems to be the easiest answer you are getting. "Buy a can of roof tar and do it yourself." One thing to remember, estimates from professionals should always be free. You can get sound advice from a reputable contractor. Now here is some of that advice. If the leak is really that small, then it may, and i say may, be possible to patch yourself. The problem with flat roofing, if it was originally done in tar and gravel, then it may be hard to locate the origin of that leak anyway. The best patch is hot tar and gravel by a pro. Good luck.

Buy a can of roof patch, find the hole and patch it. Warning,the third part of this might be a bit difficult. Flat roofs the hole can be elusive

You can use tar to patch a leak. Make sure the tar is good and hot and take a roller and cover the area that has the leak.

You should consider a new roof in the long run you could save .If it's your primary living it should be done right.
