we can build nuclear powerplants ourselves
good electronics/programming companies.
Ariane space launcher
and the list goes on and on.
we might even be more advanced than the americans.

I would say France, with Germany and England very close behind.
France developped its own nuclear reactor, did and still design its own fighter airplane, is at the core of the European Space Agency -- which developped the Ariane rocket -- and is the largest contributor in Airbus Industry.
All 3 above listed countries have extensive industry -- electronic, energy, automotive, so that are virtually at stale mate in all fields (although German cars are viewed as more dependable than French or English cars), still I would give firt place to France because of the Aerospace. England could have kept it if they had carried on after the Harrier, but they did not, and they lost rank.

depends what kind of tech you're looking at. i'd go with Germany personally for biotech and other developments
