I have some that was used as a filler on a wall. Sand paper would make a mess. There must be a soluable substance that would allow it to smooth after drying?

Nope! After it has cured it is permanent. Perhaps you could smooth down a little with a razor blade, be careful and not cut yourself.

Nope you missed your chance, RTV can only be smoothed while still wet. By the way you can't paint over RTV. Paint does not adhere to silicone caulk.

Nothing will smooth out silicone after it dries. You should pull out the silicone and fix the crack with a correct product anyway.

You could try a shaped scalpel, try an artist supply shop they may have what your looking for, be careful though, they are sharp.

Remove it and reapply. Once it cures the only shaping is done with a knife.

I dont think there is anything to do that,you will have to cut it .
