Wallpaper paste is soluble in water so you can wash it off.
Perhaps the easiest way is to spray water onto the glue with a trigger spray, leave it to soften for a few minutes then just wipe it off with a damp cloth.
Because the paper is already off there's no need to scrape it - this may damage the paper you're wanting to paint over.
If on the other hand the border was one of those where you peeled off backing paper to expose the adhesive then it's most likely solvent based adhesive, in which case spray something like hair lacquer onto it to dissolve it.

It relies upon on the glue and what the glue is on. extremely previous wallpaper glue became usually not something more effective than flour paste -- i'm previous sufficient to bear in mind utilising it as a baby. it can be bumped off with not something more effective than water, so steam (as stated through others) would do the trick -- even with the undeniable fact that slower than a standard moist rag. more recent stuff could be countless issues, so i'd first attempt to develop into conscious of the glue. A paint/wallpaper save could be in a position to grant some assistance in this. then you truthfully desire a solvent, probably water, which will dissolve the glue with out harming what it really is on. the those that stated steam are probably talking about eliminating the wallpaper itself, and with slightly of success the glue will almost continuously contain the paper. wish this helps.

Try a wallpaper/paint supply store. Look for a product called FAST. It is made to remove wallpaper, and is also good for removing paste, before doing anything to the bare walls, like either painting or re-wallpapering.

you can steam it off.. some hardware stores may sell a steamer.. that will help the glue either liquefy so you can wipe it off or if there is wallpaper still attached make it easier to scrape off.. otherwise.. just scrape it off... maybe apply some VERY hot water and scrape it to make it easier

place Vingar on a cotton cloth, but be very careful not to saturate the wall paper. The acid in this will take off any glue residue left.

use a steamer or you could buy a product called Krud Kutter and use a clean cloth to get it off.
Lighter fluid removes a lot of sticky items, but you must be very careful using it (test a spot first) and wash your hands really well afterwards.
