A DIELECTRIC IS A MATERIAL THAT DOES NOT CONDUCT ELECTRICITY BUT IS POLAR AT ITS EDGES WHEN IT IS PLACED IN AN ELECTRIC FIELD.
when a dielectric is placed in an eletric field, it reduces its value(because charges developed on its edges are opposite to that on the electrodes facing them. so, electric field in it is in opposite direction to the original one, thus reducing it)

a dielectric is used in a work where variable electric field is required. like in a devise which uses electrostatics, there dielectric can be used. by setting it into some sort of motion, the field can be changed.

now as a dielectric is kept in an electric field, its polarity increses(charges separate more and more) upto a certain limit of field. this max. value is called dielectric constt. it helps us to find polar solvents, gives reason for equilibrium during reactions, adjust the capacitance of a capacitor by using suitable dielectric, etc.

CAPACITORS also contain dielectric medium in them.

The simplest way of understanding this is ... When you place a material in an electric field the field inside the material is different from that outside it. The way it is altered is quantitatively defined by the dielectric constant. So knowing the dielectric constant of a material you can compare between material with different electrical properties and also know its behaviour in a given electric field.

The closer capacitor plates can be put together the higher the capacitance. A high dielectric constant provides this close proximity without flash over thus more capacitance can be jammed into a a smaller size capacitor OR a given capacitor can be used at a higher voltage without damage.

the dielectric constant is used to help set up what the value of a capacitor is(in farads, usually micro farads)
