We need to get this recall thing down and not just elect them and forget them until the next time around. The politician is a servant of the people, not a god. If they fail to serve us, we need to replace them before they finish their term and make sure any politician that is recalled is also prohibited from getting a retirement. Our best people (top 50%) serve in the military and our politicians are taking advantage of them. Kipling wrote the following about the the soldier "Tommy."
The Widow’s Uniform is not the soldier-man’s disgrace.
For it’s Tommy this, an’ Tommy that, an’ “Chuck him out, the brute!”
But it’s “Saviour of ’is country” when the guns begin to shoot;

At the federal level, it's defined in the Constitution.

Article II Section 4: "Section 4. The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors."

Article I Section 2: "The House of Representatives shall ... have the sole power of impeachment."

Article I Section 3: "The Senate shall have the sole power to try all impeachments. When sitting for that purpose, they shall be on oath or affirmation. When the President of the United States is tried, the Chief Justice shall preside: And no person shall be convicted without the concurrence of two thirds of the members present."

At the state level, the process is determined according to the appropriate state constitution, and applicable state laws.

I suggest after you found the way to recall or impeach the guys just don't follow a new bastard. Plant the tree. The world will be much more beautiful and less polluted.

There are rules and laws that allow for the impeachment of elected officials. See Duke Cunningham and Bill Clinton.
The first is in jail and the second was not convicted.

I agree with you over this, but the politicians have included legislature to protect them over that. They wont be held liable.

I think it has to be more blatant than that. You may say that someone "does not serve the people" but someone else may think that person does.
