This is a good question, actually!
I wouldn't answer a Q for various reasons, such as:
>its a topic I know nothing about
>its a really, really dumb question
>I see that the answer I would have given has already been given by another user.
If you re-phrase your Question--for what reasons WOULD you answer a question--the list is much longer (well, MY list, anyway).

Not knowing a certain subject is why I wouldn't answer a particular question.

If I don't have an answer for the question then I usually don't answer it because I would rather not waste my answers on being stupid with a stupid answer. I have wasted a few but that was only because I was bored but I try not to.

Actually I don't ever report questions, I just ignore them, ya know like a real grown up would do.
