It means like they only have it there.. like I'm doing a report on Cuba and I want to say holidays (word) to Cuba, meaning the holidays are only practiced in Cuba? I forgot the word and I keep wanting to say special or secular but I know that's not it.

You mean "confine to", "pertaining to", or "not ubiquitous" "only in cuba?". That's all I can think of. Otherwise I have to look it up and I don't want to right now.
