I think they are calling John Mark Karr by his full name because that is the name he is going by. They don't usually call murders by their full name. Here are some popular ones.

Charles Manson
Jeffery Dahmer
Ted Kazieski
David Burkowitz

So the world will know exactly who he is and not mistake him with say Mr. John Robert Karr, or Dr. Jon Micheal Karr (I'm just using these names as an example) which would be detrimental to their personal and professional lives...

Innocent until proven guilty. When they question him they address him as Mr. Karr and Sir.

Obviously, for identification. If you were talking about authors and someone mentioned "Dickens", you would know who they meant. But since there are far more criminals than authors, it helps to narrow it down. Remember in your country as here in Canada, you are innocent until proven otherwise. Personnally I don't think he's guilty. I think he is a sicko. Remember what prejudging did to the Ramsey family.

Probably so they're not mistaken for anyone else. We want the world to see what Low-life they are.

(Technically & traditionally, full names are meant to be used, we have just grown out of it as a whole)

Perhaps so that their names cannot be forgotten nor the sins they commit. What is done on earth is often recorded in heaven. They will have their reward.
