I don't believe that hospitals/doctors solicit organs from dying patients. It is a decision you make while you are well. You indicate your willingness on your driver's license in many states. Then, if you meet with a fatal accident, your family is notified of your wishes and asked if someone who is your next of kin will comply.
Sometimes if a person is terminal and not suffering from a disease that makes the organs nonviable, (usually accidents) the family might be approached by doctors to make a donation.
I have indicated that I will share my viable organs after my death on the back of my drivers license. This makes it easier on my family and may help someone else.
