Public domain means the owner has affirmatively given up their copyright protections, and formally released the work into the public domain. Or, the person died so long ago (90+ years, if I remember correctly) that the copyright has expired.

Otherwise, you track down the copyright holder, which can be either the author or the recording label, and you ask them about licensing. The costs will depend on their mood, and what you plan to use the music for.

Be sure to get an attorney involved in the process, as copyright laws and licensing agreements can get quite complex, and willful violation of copyright laws could cause you to be liable for hundreds of thousands of dollars in damages.

If a song is in the public domain, which means that the author has been dead over 50 years, then you can use it and no permission is needed. If you want to obtain permission to use a song that still has valid copyright, then you need to contact the owner of that copyright and get permission. A good place to start to look for that is the performing rights organization, such as BMI, ASCAP, or in Canada - SOCAN. They will be able to help you with that.
