water leak from curb was from turning off with curb key,water running on sidewalk down into st. city at fault?

basement is dry,no puddles in yard,curbside shut off valve.is break from the stop up since they shut off water once more and water no longer running?

Call the city and ask them to check into it. That the problem didn't exist until they turned the water off and now there's water everywhere. They should come out to check it.
