10th grade African American Students in Baltimore County, Maryland are failing the AMO reading evaluation test which will determine if the County is living up to the No Child Left Behind Act of 2001. I need to know all of the causative agents for this phenomenon. Why can't they read?

When a child in Baltimore or anywhere else has reading problems, the first person to be blamed is his teacher; no one remembers dat they come from a home and following that long time adage "charity begins at HOME", the first people to be blamed should be his parents. these days, the parents are so busy with themselves and don't remember that the children need help too. All the work should not be left to the teacher.

What I'm about to say may not happen to ALL the children who are failing, but it is for a lot of them.

If a child has learning problems, schools are suppose to, by law, help them thru special ed services. But for some reason, all across the country, public schools do NOT want to help children with this service.

So when the child has learning problems the school says child has 'behavior problem' to cover up the real problem, so they can get out of helping.

Another thing I have heard is the curiculum schools use. It' s called 'whole language method' and I have heard so many people say this is a very bad program to teach children to read.
So I don't know why schools use it.

They come from homes that have not valued education. Spend too much time watching TV and playing video games. They did not grow up with books in the home. Their parents did not read to them from a very early age. Starting as babies children should be read to and sung to every day.

Because most of the teachers are fresh out of college and are more excited about getting a paycheck and getting bent at night with their newly aquired wealth that they are hung over and worthless when standing in front of the classroom.

Because they're dumb, that's one major reason why. And it is not just in Baltimore, it is everywhere in this country. The only solution is for them to start acting right, like everyone else.

Because they come from parents that, unfortunately education wasn't a priority, surviving was.
