try taking out the tube and blowing into the other side
or try putting the tip in boiling water for a few seconds

Difficult to say from the scan. It's possible that the ink is something called "walnut ink" which gives it the brownish color. There looks to be some ink spots on the page as well, suggesting it was written with a pen you would dip. The lines are also too fine for a pencil. If you need to replicate it, I suggest a very fine fountain pen if you have one around the house already. It should replicate the pen strokes better than a ball point pen. Otherwise a uni pen would work too, I guess. I hate those things but, it's just a school project, so don't spend a lot of money. I wouldn't.

take a lighter and light it and run the flame up and down the pen not to close where you melt it. just enough to heat the ink so it will flow again.

Get a new refill. The ink you're seeing is the dried residue on the sides of the old one.

Wet the nib with the tongue, if not works put the ink tank in the pen and squeeze it!

If you take a lighter heat tip of pen for just a second or two. try it right away.

somtimes if you heat the tip for a second with a match it will get the pen to work
