when I turn my computer on I just hear 3 beeps and it doesn't turn on

That is a BIOS code telling that there is something wrong with either your systemboard, powersupply, processor or memory so that the computer can not boot.

Go to the website of the manufacturer of your computer and check under the model you have it. Should have a service or user's manual that will list the error codes. (They are different for every PC. Since you did not post make/model can not guess) It may also list a suggested fix (like reseat memory). But usually an error code like that is going to need a pro to look at it.

Depending on your Bios but usaly 3beeps mean going to stand by mode
at startup (boot) something wrong with your video card(faulty not inserted properly or missing)

the problem could be from the monitor. hook up a different one and see.
