A few reasons:

1) - Fear of rejection
2) - Loss of control (if we admit we have feelings, it's easier for the guy to manipulate us if he's that kind of guy).
3) - Some women have major self esteem issues and if they admit they have feelings for someone, it opens up the door for the other person to have feelings as well that the woman may not think she's worthy of.

Same reason men won't admit to women: fear of being laughed at, right? Worse than rejection - this constitutes a value judgement - "I'm so out of your league."

Many of the women I know are very honest
about telling the guy they have a crush on
them. Sometimes, I think a women needs
to be sure the guy really likes her.

I'm not sure it's true in all cases, but if it is true in a particular case I'd say because the lady wants to have the upper hand. I'm sure there must be other reasons. Maybe others will help too?

maybe the guy is too cute for me & I don't want rejection.
I'm shy. Sometimes it's okay to view from afar & have a fantasy.

If he shows similar interest towards my deep stares to him, the occasional smile & blush and bitting my bottom lip dreaming of his kiss....I ask if he would join me for lunch.

ok, seriously, its usually up to the man in society. Plus, like men they fear they will get rejected. They typically send out signals I find.
