tiller (n.) A shoot, especially one that sprouts from the base of a grass.

In this case a runner or shoot from a parent plant that starts another piece of crabgrass.

To the others who answered, there is often more than one meaning for a word. This has nothing to do with plows or roto-tillers. They do have on line dictionaries if you aren't sure.

A tiller is a machine that digs up the dirt as you push it. It mulches the grass and weeds and aerates the soil. Crabgrass can reproduce anywhere, anytime, pesky stuff.

There's two kinds of tillers: gas-powered rototiller and hand tillers. Both have tines that loosen the soil and till weeds under. They're for digging up the dirt, and they break up the weeds while doing it, which makes more root pieces from which certain weeds can grow to make news plants..

A tiller is a small plow, and it can be motorized or pushed by hand.

I think they are talking about a rototiller and it turns the soil from the bottom up.
