You go to your local bank and ask for one. There may be a fee even if you have an account there.

You go to the issuing bank & ask for one. You write & sign the check, then the bank will put a hold on the amount written, put a certification stamp on it & a bank officer will sign the certification. Even tho' many contracts call for certified checks; almost nobody uses them anymore; they just have their bank issue a bank check.

Go to your bank teller. It's the same thing as a cashier's check.
