Call the ISP and see if they are having a problem. If not, then do the following.
Is it a wireless connection or wired connection?
If it is a wireless connection, try making it a wired connection and see if you can connect that way.
If it is a wired connection to begin with then check to see if you are getting an address from the router. You can do this by going to Control Panel, Network Connections, right click on LAN connection, Status, Support. If you see an IP of 169.254.x.x (x being numbers) then you amy be having a network card issue. Click on the repair button. Check to see if your computer is set to receive a DHCP address. Do this by right clicking on LAN connection, Properties, TCP/IP. It should say "Obtain an IP address automatically". If it still doesn't, then turn the computer and the router off. Turn on the router and then turn on the computer. If you get an IP address of something like 192.168.1.x then you are connecting to the router. If you still can't connect to the internet you are having problems with your ISP.

I'm assuming by "white pages", you mean you're getting the "page not found" page on Internet Explorer?
If your connection is definitely working (I assume since you're posting here that it is!) then you're either entering an invalid URL, or there is software in place which has been configured to prevent you looking at that specific site.
Check the settings on your router, if you have one. Ensure that user settings like "keyword filtering" haven't accidentally been enabled - that can stop the most innocent of webpages from displaying.
