It seems that only one recipient has been blocked from receiving our e-mails. I send lots of e-mails each day and all others get through. I don't know whether to contact our provider or possibly our Direcway guys. Would like to figure it out ,help.

If only one person is not receiving your e-mail, then either you have the address wrong when you are sending it (so it never gets to them) or they have accidently blocked you on their end.

First, trying sending them an email from a different account (Create a second account to do this or borrow a friends for one e-mail). If it still does not go through, the address is probably wrong.

If they get the e-mail, then they have you blocked. Not knowing what e-mail system they use, I can not be specific, but if you check under Help, options or settings, you should find a place for blocking and unblocking spam mail.

one it could be they have blocked you ,. Did some one use your account to get it blocked from that ISP .
thier acount is blocked or has been susupended or cancelled becuase of a misbeavior on the internet ,or thy no longer have that account . Are they on a moible device of some sort .If that is the case they might not be able to get a signall if they are not near a comunactions tower the batties dies on it . any niumber of thingbut triy going to a library it is free usally or a small fee if you are form pout of state / town or any where you can get acces to the intenrnet and backawards engeineer it .

As all other gets through other than a single person, the problem lies with that person only, he/she must have added your name in the spam list. Tell that person to check that and if found remove your name from the spam list.
