Yes, years and years ago, I was an IRS Revenue Officer, and they can take money or property if they deem it necessary to collect money from "delinquent" tax payers, regardless of the source of the tax payer's income.
However, if you cooperate with them, and provide a financial statement, they will not leave you destitute. You may only be required to make to token payment each month. As long as you continue making agreed payments (if it is determined you are able to make payments), they will leave you alone.
If you haven't already contacted someone at the IRS about back taxes owing, I would recommend that you do it, so they don't end up garnishing your bank account and taking money you cannot afford to lose.

The IRS can't take money from the check before it is deposited, but after it is in your bank they most certainly can.
One way to avoid this is to demand a paper check, no direct deposit, and then cash it for money, not a deposit.
This is a very short term solution, though. Presumably you'd want to get back on your feet at some point and have a bank balance.
Try talking to a credit counsellor. Not one of the fee-based parasites (this is American after all, preying on people when they're down and out is the American way), but a free one through a community services organization. They can, among other things, help you organize your finances, and in some cases negotiate with the IRS to cut you a deal on what you owe them.

Yes it can and it does. This happened to my "dad" and they took $250.00 out of his check. That $250 was pretty big in his world and there was nothing he could do.

Oh yes they can still get a deduction from your cheque. Remember it is the government who prints the cheques.
