This can mean "through" as in by way of Los Angeles but it is more frequently used in a different context. People will say for instance "by way of an example" meaning as an example. I don't understand the logic of saying 3 specific words when the same meaning is equally either through or as instead.

In your example, the person is indicating that they were born or raised in New York, which they obviously still identify with, but most recently live or lived in Los Angeles.
I came to your house by way of Ted's, means I came to your house after detouring to Ted's place. Via and through are synonyms.

'by a route that includes the thing / place mentioned
Eg: He reached London by way of Vienna.

i.e. If you are in oh say here in San Fransiko then you were born or raised in new York (A).......moved to LA.......then moved to San Fransiko (B)
