Depends on how well you know the other person. Have you been dating for a long time? If you have and this is a marriage proposal, I would turn you down flat. A woman wants a real proposal, something romantic, not a note.
If you haven't been dating very long this could be considered coming on a bit too strong.

its a very wordy way to say "will you marry me" but hey, whatever works. Still, incest between sister and brother-inlaws is very common so it wouldnt be a good reason to marry
