For example, Dell forces the person to buy everything (mobo, cpu, graphics card, memory, etc) through their computer builder. I want to buy a computer with just the tower, mobo, and cpu installed. Is there any computer company that lets me do that? I looked into barebone systems but they don't quite have what I am looking for.

Check on http://www.pricewatch.com
where they sell you a 'bare bones', - that's IT.
Since barebones come in all different configurations, I can't see how they can't have what you are looking for, unless you have NO idea what you are looking for.
Also, why not just build one from scratch, that's the only way I build mine...

keyrist dude, run down to Compu-care, or whatever it is in your town. buy a nice steel case. buy your choice of motherboard (Asus), a good (AMD) processor. buy a graphics card (G-Force). screw the board down, snap in the processor and vid card, plug the wires and cables in and install windows. what's so hard about that? you get exactly what you want. oh yeah power supply. some cases have them; some you need to screw in.
