Wow, several very similair answers ,but the details are kinda fishy...maybe it depends from what view you look at it...or some people may just be ruling out another part?...oh well, thanks and all.

It goes to The house of Representatives and then Congress but the President can veto it

The bill passes both houses of congress by majority vote, then goes to the president. Who delivers it depends on if there is a ceremony then the leaders of the house and senate attend.

Uhhh... Like everyone (more or less) said... the congress That's the way our government works. Did you miss that in school.. or our government schools worse than I thought.
