It is called the “Lamb shift” and was measured by Dr. Willis Lamb in the 1940’s.

Be aware that is is currently being used by a quack "scientist" to predict that there is huge quantities of energy available in empty space because of that. There is no evidence of that and most physicist think the idea is absurd.

This quack scientist was previously involved in parapsychology experiments.
