I don't think the NFC is the worst..lets look at the teams
Seattle - Defending NFC Champions, and IMO, if they had brought their A game to Detroit, they'd be NFL Champs.. they went out and improved thier defense, and will likely be a top 10 offense and defense come seasons end.
St. Louis - They are on the downside of their greatness, but a new coach and new system may be what they need. The defense is a touch shaky, but they aren't swiss cheese.
Arizona - If the O-Line can give Warner and James any protection, you'll see them in the playoffs. They have too much talent to continue being a laughingstock of the league.
S.F - Ok.. nothing positive here.. 2nd year QB, no RB, and a rookie TE will be their leading reciever.. they have a ways to go..
Other divisions that are worse:
NFC North - Yes, the Bears are there, but they are the only tough team. Minnesota is going to be horrible, and if they lose Koren Robinson, they'll have no offense to speak of. Detroit is pitiful.. Millen has killed whatever might have become of the team. The Packers have no offensive line either, and both Favre and Green will suffer. Plus they lost Javon Walker, without getting a replacement. If you want to talk cakewalk divisions, there's no reason for Chicago not to go undefeated in division play.
AFC South - Sure, they have Indy.. but they also have Houston (Again, no offensive line meaning Carr is sacked 70+ times), Tennessee, who was a joke with McNair. Volek won't get the job done, and Young needs time to mature, and Jacksonville. When Leftwich goes down with an injury (probably by week 6), they are another nothing team. A cakewalk for Indy.

Marc Buldger got hurt last year and that killed the Rams. Now they are going to run more and they have their QB back. The Rams will compete. Arizona didn't live up to expectations last year, but if they can improve their running game, they should be much better this year. The Seahawks are about the same. San Fransico is going to improve, but not much.
I wouldn't call it the weakest, there are 3 teams that can compete this year. I think most divisions have 2, 3, or 4 teams that will compete, but the NFC North could prove to be the weakest. The Bears have no offense and the Packers and Vikings have to prove themselves.
Right now it is hard to pick a weak division, because in the NFL things change so much from year to year.

Definitely NFC North. NFC West will be tough this year. Arizona is a contender now, STL is better, SEA will be tough and even SF is showing some fight in the preseason. IMO, its anyones division, the NFC West.

Arizona is gonna be good this year, so there is no doubt that the worst division is NFC North
