Try uninstalling and installing again. Control Panel > Add or remove programs > Windows components

there are several reasons that this error could be happening

I would turn off any virus scanning for emails sometimes they can time out a connection.
you can also set the time out connection to a longer time in outlook express.
Turn off firewall temporarily to see if that makes a difference.
could be corrupted files there is a file integrity checker in outlook express.
Also you can open a dos prompt window and type chkdsk /f
and then answer (y) for a disk integrity check on next bootup ( then reboot)

Found this on another forum:

This problem usually happens if u have either NORTON ANTIVIRUS or NORTON INTERNET SECURITY.Here's how to fix it:

Start Norton AntiVirus or Norton Internet Security, and then click Options.
Click Email.
Uncheck Scan incoming Email and Scan outgoing Email.
If you are prompted to verify that your email program is not running, then click OK.
Click OK.
Click Options, and then click Auto-Protect. Make sure that "Start Auto-Protect when Windows starts up (recommended)" and "Enable Auto-Protect (recommended)" are selected.
If they are selected, click OK, and then exit Norton AntiVirus.
If they are not selected, then select each entry, click OK, exit Norton AntiVirus, and then restart the computer.
Now you'll be able to send&receive mail with no problems and you'll still be protected from viruses cause Auto Protect is enabled.

when in doubt call the company....they can answer the question...i haven't had that error but i have outlook express 5.0.....call the computer company or the company of outlook..they should be able to answer the question...by the way what is error ox800cccoe???

Reinstalled it and then import your back-up address book.
