The fan on your CPU should be running at all times the computer is powered on. If it is not replace it imediately. If you are getting errs from overheating you can seriously damage the CPU in a short time from the heat.
To add extra cooling you can purchase fans that fit in one of your unused slots and other extra fans or get a case with extra fans or a place to add extra fans. This is my only gripe about AMD chips, they run pretty hot.
A poor man's solution is to open the case and point a small fan at the open case. Make sure it is not too close as this can cause interference. Not the best option for most people. I don't even know where the side of my case is on a few machines so it works for me.

It should run automatically. If not have it looked at or get a new one. I just bought a new one for the desktop I built. Not all colling fans are equal. It must match your socket and move enough air.

if your fan is not working when you start the pc best thing to do is put the pc off fast and buy a bew one befor your pc burn's out thenyour need to buy a new pc

Start up your PC and when it says press F8 for advanced startup options, press F8 and then turn on fan. Hope this helps!
