Because the states already existed and had their own constitution. So, the only issue was how to structure a national government relative to that.

Also, because the federal government was originally intended to be a government of limited powers, while the states were allowed to do anything they want subject to the few limitations in Article I Section 10, and later (after the Civil War) the Bill of Rights.

Because the states have all the power that the federal government does not have enumerated in the constitution.
They did not want the federal government to be stronger then the State governments.

Because our country was founded with the independent states controlling most of the issues that relate to the state. The founding fathers wanted to LIMIT the amount of support that the Federal government could do. Most of the things that the Federal government is in it has no legal standing to be doing. People have forgotten that the founding fathers wanted the INDIVIDUAL to be responsible for himself not the government. To fix the United States we need to go back to the individual freedoms that we once had. Larger Federal government less freedoms, smaller Federal government more freedoms.

Because the Articles of Confederation had the states way more powerful than the national government, so when the founders wrote the constitution they didn't want a repeat of that.

That is left to the constitutions ofthe States! Just as FREEdom is left to the individual citizens!

The powers of the local governments are seen as to supplement those of the centralized national government, to make them more locally applicable and not to detract from the basic federal powers.
