It doesn't ALWAYS rain although it's true that some parts have much higher than average rainfall.
The answer lies in the fact that the Atlantic Ocean is the dominant force in determining the UK's weather.
The prevailing winds in the UK blow from the southwest, across the Atlantic. As they do they pick up moisture from the warm waters of the Atlantic.
Now... air can only hold a certain amount of water vapour and once it reaches a certain point (SVP or Saturation Vapour Pressure) it has to get rid of the excess moisture, it does this by forming water droplets - what we see as clouds.
As these air masses roll in off the Atlantic and reach the landmass of the UK they are forced upwards by the hilly terrain. This compresses the air and cools it down which pushes the air mass beyond the SVP limit. The excess moisture is deposited as rain.
The geography of the UK is such that the high ground is primarily in the west (the Cairngorms, Peak District and Northumberland being the exceptions). From Exmoor and Dartmoor in Cornwall, up through the Brecon Beacons, Snowdonia, Lake District, Southern Uplands and Scottish Highlands.
The result is that the west with it's hilly terrain receives high levels of rainfall. Once the rain has fallen the drier air continues to move across the rest of the UK and as a general rule of thumb the further east you are the drier it gets. It's for this reason that places such as Aberdeen and Edinburgh (Scotland's east coast) are amongst the driest in the UK and why places in the west (including Wales) are comparatively wetter.

I'm Welsh and it doesn't rain here ALL the time!! We do get some nice weather, especially in the summer. It was really hot last month.
I used to get fed up of English people at University (Cardiff) moaning about how it "always" rained. I don't think its any different to the rest of the UK.
It might be that we do get a bit more rain here because we are on the west coast of the country and we get rain from the Irish Sea. But at least it gives us our green lush valleys!!!
When I went to Ireland on holiday it p*ssed with rain all the time and that was apparently the weather coming off the Atlantic.

I am in Wales and it is not raining
it rains quite long and hard in Wales sometimes, but this is to counterbalance the good fortune we have had
The Wales I know is full of people with a wicked sense of humour, fantastic traditions and great communities
we cant have it all i suppose....

The oceans current is south on that side of the Atlantic the cold water from the north and the warmer climate from the land makes for the climate to have a lot of moisture which is concurrent with rain

If you could put another country to the west of Ireland-say the size of France that would carve up the weather system b4 it hits Ireland and UK it would be much different.
Its just a "full on" weather pattern that unleashes over the first thing it meets...ie Ireland, wales etc,.

Because of its shape.... it's got so much sea around it and the water evaporates off that... Also, because many people living in the valleys are a little higher up and closer to the clouds than people in flat areas.
Also because some Welsh band made up a song it always raining it so people notice more :-)

Certainly sounds like you're bummed out about something. It really does suk when you're on holiday (normally I would use the word vacation) and it doesn't stop raining. Sux just as much when you've planned to go skiing and it hasn't snowed and been too warm to make snow. Hang in there.
