Tiny Tim does a song that is called The Laughing Policeman. There is a lot of laughing in it, but there are words also.

The laughing policeman IS the answer , they used to have a Automitom which is a toy at the seaside and a voice box inside it was encased in a big glass box & when you put a penny in the box the policeman would start laughing everyone that could hear it laughed too , it was funny

it is the laughing policeman by a chap called Charles Jolly, it dates back to music halls and was origionally written in 1922.
it has subsequently been performed by many people since.
