Many people use this "I don't know" as a preliminary to their question or answer. It can become a habit, just as saying "Well" or "Okay" before beginning a sentence. Such are examples of wordy crutches in the English language.

Perhaps my answer isn't clearly sufficient for the answer, but it's a good guess and I didn't start it off with "I don't know," "Well," or "Okay."

Let me start by saying, I know I know! The goal is to get to the next level and by just saying I don't know they get an automatic 2 pt satisfaction, tsk tsk. So sad, I know, unfortunately, I like that 2 pt satisfaction too, 10 pt satisfaction is magnificent, but ...few and far between ;-)

I don't know, but I think it may be because they want to give an opinion and want the asker to know it is not an expert opinion.

Or maybe not.
