Once the m 2 f heals up - yes.
For a f 2 m - they have to use a pump, but yes.

If a 'guy' has a 'sex change' then *she* can have sexual relations like a girl/woman. If a 'girl' has a 'sex change', *he* can have sex like a boy/man.
The Sex Reassignment Surgery (SRS) for male-to-female (MTF) tends to be more complete/convincing than for female-to-male (FTM), though the secondary sexual characteristics for FTM (such as facial hair, balding scalp, etc.) tend to be more complete.
Anyway, having penetrative sexual intercourse for some FTM's can be a challenge, as the surgery isn't really all that good yet, and I believe a lot of FTM's opt not to have 'bottom' surgery.
Also, there is some risk of not being able to orgasm after surgery, though the TS people I know do not have said issue. :)
Finally, I'd like to point out that boys or girls (men or women) can have a lot of different kinds of sex that have nothing to do with the genitalia; so even those who have not had the surgery can have sex 'like a boy' or 'like a girl.'

If the sex change is successfully completed, then, legally and physically, the transgendered male-turned-female is a female with female body parts, and the trans female-turned-male is a male (given that the (synthetic) penile tissue was successfully transplanted/created onto his body). So, both as fully functional man and woman, they can have sex as a man and woman does.
The operation is complete, so they're to be considered a male if you became a male, and a female if you became a female, and are their respective genders in every aspect, inside and out. Therefore, they are able to have sex the way their new gender does.
In short: the answer is yes.

Yes to both questions...male to female they reconstruct the body parts to look and work like a females. The surgery is quit involved but everything works sexually for them. Female to male is now so complete that the new male can stand at a urinal. Be careful str8 men, you never know just who might be looking over at you to check you out...and don't be looking you never know what might not have been there before....and the new man is able to get an erection and function sexually.....isn't medicine grand... :)...I am not transgender....

Male to female sex change: Definitely can have sex like a woman, but may or may not be able to experience orgasm.
Female to male: I'm not sure if surgeons are able to build a penis with erctile tissue or not.

yes and yes. no more orgasms though. and the ftm will have to pump up the new penis in order to have a hard on.
