You need to cycle your tank. Letting a tank run empty for 24hrs or even a month doesn't do anything to prepare the tank (the bacteria that you need in the tank require an ammonia source to start growing; that source can be live fish, decaying food, seeded ("used and dirty") bio-media, or even pure household ammonia.
Cycling a tank from scratch takes time (3-6 weeks) and patience and typically involves an initial lightly stocked tank.
Adding three fish in a small new (uncycled) tank is bound to result in fish losses (primarily due to ammonia poisoning) real quick.

Need to let the fish get used to the water before letting them go into the water. When you get them they are in a bag of water, put that bag into the tank as is and wait for a couple of hours. Then let them out. If you have taken the precaution of putting the anti chlorine drops in or leaving the tank run for at least 24 hours and the temperature is correct for them, they should be fine. Just don't feed them too much. Also do some heavy reading on the care of them.

after you set up your tank you must let it become established. Let the pump run in the tank for 1 week to 1 month depending on the type of fish you will buy. this allows the right micro organisms to have a chance to grow. also use stress coat when you put in your fish this will replace any slime they have lost. also remember to use a quarantine tank for new fish before you add them to your primary tank. keep them separate for about a month so you know they are decease free. you don't want to kill all you fish again

1)You need to cycle the tank. (put "cycling tank" without quote into any search engine.)
2)You should only per 1 inch of fish per gallon. This doesn't include large bodied fish like gold fish.
3)You shouldn't put more than one fish per week into the tank.

What is "piping?"
Go to "About.com" and follow the links to their start-up rules. They are quite good and include everything you need to do and how to do it.
