to get to a conclusion you have to start with an introduction, tell reader how you intend to answer.
then develop your argument through points you make each point needs to be supported by evidence. setting out both sides of an issue. give examples of how african americans are discriminated against and then examples of how they are not.
then you come to a conclusion based on all the evidence. the content of an essay is a debate. setting out both sides of an issue and coming to a conclusion as to which, on balance, is correct.
you cant just come to a conclusion.

There is discrimination toward everyone now, blacks are discriminated against as much as hispanics, whites, middle easterners, asians, etc...
